If the Segner wheel is charged with a Van de Graaff generator, charge is transferred from the tips of the Segner wheel to the surrounding air molecules. This causes repulsion between the gas molecules in the air and the tips of the Segner wheel, which leads to a rotational movement of the Segner wheel.
